US Envoy to Israel Says Nation Is Ready on Iran

JERUSALEM — The American ambassador to Israel said this week that not only was America willing to use military force to stop Iran from developing nuclear weapons, but that preparations had already been made for a possible attack.

“It would be preferable to resolve this diplomatically and through the use of pressure than to use military force,” the ambassador, Dan Shapiro, said Tuesday at a meeting of the Israeli bar association. “But that doesn’t mean that option is not fully available. And not just available, but it’s ready. The necessary planning has been done to ensure that it’s ready.”

While American leaders, including President Obama and his defense secretary and chairman of the Joint Chiefs of Staff, have frequently said all options are on the table regarding Iran, the notion of specific plans being made is not something they typically talk about.

In fact, at a March speech to the American Israel Public Affairs Committee, the pro-Israel lobby, Mr. Obama warned that “loose talk of war” could actually speed Tehran’s move toward weaponization, saying “now is not the time for bluster.”

Some analysts here said Thursday that Mr. Shapiro’s remarks might have been aimed at reassuring an Israeli administration — and an Israeli public — worried that the United States was softening its stance ahead of the talks with Iran and other world powers scheduled for next week in Baghdad.

Israeli officials, who describe a nuclear Iran as an existential threat, constantly talk about the possibility of a military strike if diplomacy fails, and some have tired of Jerusalem always playing the bad cop to Washington’s good cop.

“Any expression that all options are on the table can only strengthen the negotiations,” said Dore Gold, a former adviser to Prime Minister Benjamin Netanyahu and now president of the Jerusalem Center for Public Affairs.

“There’s an irony in the situation, because a hawkish position on Iran probably makes a peaceful diplomatic outcome more likely, and that could be what he was trying to do,” he said.

Amos Yadlin, a former head of Israeli military intelligence who now runs the Institute for National Security Studies in Tel Aviv, said that “what’s important is to make the military option credible” and that Mr. Shapiro’s remarks did so.

“If you’re saying that the military option is on the table and at the same time you transmit that a military option will be a doomsday and will be a World War III and the Middle East will be in flames, then nobody will take you seriously,” Mr. Yadlin noted. “A serious military, even if it’s not on the plan for next week or next month, but strategically thinking that this is an option, they have to prepare a contingency plan, that makes sense.”

In Iran, officials reacted coolly to the ambassador’s remarks. “These are words to calm down the extremists and radicals in Israel,” said Hamid Reza Taraghi, a political analyst who is close to Iran’s supreme leader, Ayatollah Ali Khamenei.

He said that if Iranians reacted to the remarks they would “without a doubt” have a negative effect on the coming talks.

Mr. Taraghi, who has inside knowledge of the negotiations, emphasized that threats had never changed Iran’s position, and added, “Nor will such remarks be of any influence now.”

He added, “When Americans understand there will be no Iranian nuclear weapon and our technology is not against their interest, there will be no need for threats.”

While Iran insists its nuclear program is for civilian purposes, Israel and the United States suspect it aims for weaponization, something both governments see as unacceptable. The Obama administration has increasingly focused on diplomacy and sanctions as the crucial tools, while the Netanyahu government has emphasized the possibility of a strike on the nuclear facilities and a ticking clock for its effectiveness.

“We do believe there is time — some time, not an unlimited amount of time,” Mr. Shapiro said, according to The Associated Press, which said it obtained a tape of the remarks. “But at a certain point, we may have to make a judgment that the diplomacy will not work.”

Ambassador Shapiro, who spoke about Iran during a question-and-answer session with about 150 lawyers that was first reported by the Israeli newspaper Makor Rishon, declined to discuss the issue on Thursday. Spokesmen for the prime minister and the defense minister — both of whom were traveling abroad — also had no response.

But one top official in the Netanyahu administration, speaking on the condition of anonymity because he was not authorized to do so publicly, called Mr. Shapiro’s comments “a significant contribution to making the American military threat credible,” though he noted that they were made in a low-profile forum.

“Quite clearly he didn’t mean this to be public,” the official said. “For the Iranians to understand that they really mean it, they have to hear it publicly and clearly.”

Meir Javedanfar, a lecturer on Iranian politics at the Interdisciplinary Center in Herzilya, said that Ambassador Shapiro’s statement was not just “a warning to Khamenei’s government in Tehran to take the upcoming negotiations seriously.”

A second audience, he said, was “Republicans in the U.S. who have tried to hurt Obama’s credibility on Iran by saying that the president has been too soft on Iran and that Iran’s leadership don’t take his warnings regarding the existence of a possibly military option seriously.”

Mr. Javedanfar’s colleague Shmuel Bar, director of studies at the Institute for Policy and Strategy in Herzilya, was unmoved by Mr. Shapiro’s statement.

“Saying it is not enough,” Mr. Bar said. What would have more significant effect, he said, is to show actual preparations for a military option by, for example, increasing deployment in the Persian Gulf.

“What actually the U.S. administration is doing is blowing hot and cold,” said Mr. Bar, who previously worked as an intelligence officer in the Israel Defense Force and in the prime minister’s bureau. “Actions do speak louder than words. The actions say the U.S. has a very strong aversion to any kind of military action.”

Mr. Bar pointed to a recent post on the Web site of the Iranian supreme leader that he described as “an analysis of why the U.S. cannot and will not go to war.”

“That is their candid evaluation of the situation,” he said. “When the Iranians see this, they say the Americans are doing everything they can to prevent Israel from attacking.”

‘Ring Of Fire’ On Sunday

If you’re not lucky enough to live in the path of this Sunday’s (May 20) “ring of fire” solar eclipse, you can still watch the spectacular event online.

Several different organizations will broadcast live footage of the solar eclipse Sunday, as seen through telescopes in various locations around the world. Viewers can track the eclipse as it moves from East Asia, crosses the Pacific and darkens the skies over much of western Northern America. SPACE.com will offer several of the solar eclipse webcasts for readers.

The Slooh Space Camera, for example, will stream live feeds from telescopes in Japan, California, Arizona, and New Mexico, starting at 5:30 p.m. EDT (2130 GMT). Viewers will be able to snap their own pictures of the eclipse via the website, Slooh officials said. To watch, go to Slooh’s homepage on Sunday: http://events.slooh.com/

Sunday’s celestial event is what’s known as an annular solar eclipse, in which the moon blocks most of the solar disk but leaves a ring of sunlight blazing around the moon’s circumference.

The full “ring of fire” effect will be visible to observers in parts of eight states in the western United States during the late afternoon and evening Sunday. Much of the rest of North America will be treated to a partial eclipse.

“The western United States will enjoy bizarre solar effects that only occur every few decades. In the annularity path, which will be about 147 miles (237 km) wide when hitting our shores, the black moon will stand like a bull’s-eye in front of the sun, its motion through space in-your-face obvious,” said astronomer Bob Berman, who will be a commentator on the Slooh Space Camera webcast, in a statement.

“In a wider zone that includes most western states, the sun becomes an eerie narrow crescent,” Berman added. “At maximum eclipse, the lighting on the ground will grow strange. Shadows of trees and bushes will contain thousands of tiny crescents, as spaces between leaves become pinhole cameras.”

Annular eclipses, whose name derives from the Latin “annulus,” or “little ring,” are similar to total eclipses in that they occur when the moon lines up dead-on with the sun. But in this case, the moon is near apogee — the farthest point from Earth in its orbit around our planet — so it’s too small in the sky to cover the sun’s face completely.

Slooh Space Camera is not the only skywatching website offering a free webcast of the solar eclipse.

The electronics company Panasonic will broadcast live eclipse footage from the top of Japan’s iconic Mt. Fuji, Sky and Telescope Magazine reports. The broadcast crew will scale the 12,390-foot (3,776-meter) peak with the aid of climbing guides.

While nothing can quite compare to the beauty and grandeur of a total solar eclipse, annular eclipses are pretty spectacular in their own right. And all you have to do to watch Sunday’s is just log on to your computer.

A bill that would ban Sharia law in Kansas has passed both houses of the legislature and awaits the signature of the governor.

Last week, SB 79 was unanimously approved in the Kansas House by a vote of 120 to 0 and then approved in the State Senate in a vote of 33 to 3.

“Any court, arbitration, tribunal or administrative agency ruling or decision shall violate the public policy of this state and be void and unenforceable if the court, arbitration, tribunal or administrative agency bases its rulings or decisions in the matter at issue in whole or in part on any foreign law, legal code or system that would not grant the parties affected by the ruling or decision the same fundamental liberties, rights and privileges granted under the United States and Kansas constitutions,” reads SB 79 in part.

While SB 79 does not specifically mention Sharia (Islamic) law by name, supporters and opponents both recognize that the purpose of the bill is to prevent Sharia from being legally applied in Kansas. In an interview with local media, Kansas State Senator Susan Wagle stated that this bill, if enacted, would be a victory for women’s rights.

“They stone women to death in countries that have Sharia law,” said Wagle. “If you vote to not adopt [SB 79], it’s a vote against women.”

The success of the bill has stirred controversy with some groups who feel the bill was based on misinformation and misconceptions of Islam.

“This bill and the others like it are based on misinformation and fear-mongering,” said Nihad Awad, national executive director of the Council on American-Islamic Relations, as quoted by the Kansas publication Lawrence Journal-World.

“The public’s action in support of religious freedom is critical to prevent legalized discrimination against Muslims in Kansas and nationwide.”

Simon Brown of Americans United for Separation of Church and State wrote on the blog “Wall of Separation” similar criticism.

“While the rest of us are busy worrying about the economy, partisan gridlock in Washington or maybe even the Facebook IPO, the Kansas legislature has been busy fighting off a perceived ‘threat’ from shariah law,” wrote Brown.

“Brownback hasn’t said what he will do with the anti-shariah bill, but stoning it would seem an appropriate response.”

Literally meaning “the path to a watering hole” in Arabic, Sharia law is technically any law based on the Quran or Islam. However, it is often used to describe the strict Islamic law found in many countries overseas.

A survey of North American Muslims, by Dr. Judy Macfarlane of the Institute for Social Policy and Understanding, released in February 2012 found that none of those surveyed wanted Sharia law applied in the United States Court system.

Kansas is not the first state to have strong support for a bill outlawing Sharia law. In 2010, Oklahoma approved via referendum SQ 755, which 70 percent of voters supported. However, before it could take effect a court put an injunction on the measure and in January 2012 it was declared unconstitutional.

Kansas Governor Sam Brownback has not publicly stated whether or not he will sign the bill into law.

Three Generals Detained Over Cartel Ties

MEXICO CITY (AP) — Mexico’s army said it had detained a third general for questioning on Thursday, hours after a judge placed the two other officers under a form of house arrest pending an investigation for possible links to the Beltran Leyva drug cartel.

A Defense Department statement did not say specifically whether retired Gen. Ricardo Escorcia was detained in connection with same allegations pending against the other two generals, who were brought in on Tuesday.

But it did note that the detention order for Escorcia’s was issued “simultaneously with the two previous detentions, with the aim of having him testify in the investigations” being carried out by civilian prosecutors.

Escorcia retired from active service in 2010 after reaching mandatory retirement age. He previously served as head of the military base in Cuernavaca, a city just south of the Mexican capital that has been considered Beltran Leyva territory.

The leader of the cartel, Arturo Beltran Leyva, was killed in a shootout with Mexican marines at an apartment complex in Cuernavaca in 2009. The marines were reportedly called in to look for the capo after the army appeared to be slow to act on U.S. intelligence indicating the drug lord’s location, according to a leaked U.S. Embassy diplomatic cable from late 2009.

The army said that Escorcia was detained by military personnel and turned over to the Attorney General’s Office, which had no immediate comment on whether he is named in the same probe as the other two generals.

The office said in a statement earlier Thursday that the other two army officers, retired Gen. Tomas Angeles Dauahare and Gen. Roberto Dawe Gonzalez, will remain under arrest at least 40 days while prosecutors strengthen their case.

The investigation against Angeles Dauahare and Dawe Gonzalez is based on a case from 2009 that includes “the testimony of several people on trial, including some soldiers,” the office said.

An official at the Attorney General’s Office said the generals protected members of the Beltran Leyva group, which has been battling the Sinaloa cartel since 2008, when they ended an alliance. He spoke on condition of anonymity because he is not allowed to discuss the case.

President Felipe Calderon named Angeles Dauahare as assistant defense secretary in 2006. He left the post in 2008, when he retired. He is the highest ranking military official to be linked to drug traffickers under the current administration.

Dawe Gonzalez is currently assigned to a military base in the western state of Colima.

Angeles Dauahare’s lawyer, Alejandro Ortega, told The Associated Press Thursday he hasn’t been given access to court files or allowed to talk to his client. He said the general told his wife he is being accused of taking money from associates of Edgar Valdez Villareal, who was allegedly top hit man for Beltran Leyva. Valdez Villareal was arrested in 2010.

Ortega said the general supports himself with an army pension and owns a house and an apartment. He said the general’s wife also owns a house she inherited.

A few senior military officers have been arrested for alleged links to traffickers during Mexico’s long struggle to control the cartels.

Retired Gen. Juan Manuel Barragan Espinosa was detained in February for alleged links to organized crime and Gen. Manuel Moreno Avina and 29 soldiers who were under his command in the border town of Ojinaga, across the border from Presidio, Texas, are being tried on charges of torture, homicide, drug trafficking and other crimes.

In 1997, Gen. Jesus Gutierrez Rebollo was arrested when he was Mexico’s drug czar. He was charged with protecting then-cocaine kingpin Amado Carrillo Fuentes.

More than 47,000 people have been killed in drug violence since Calderon deployed thousands of soldiers to drug hotspots, according to government figures.

Schoolgirl Isabel Taylor, 16, turned to Buddhism after becoming fed up with the ‘complications and injustice’ of the modern world. But while searching for answers she began researching doomsday scenarios – becoming convinced a nuclear reactor meltdown would end civilisation in the coming months.

She had researched on the internet how to overdose but was found hanged in her bedroom by her mother.

Yesterday her parents Gary, 51, and Ingrid, 48, said in a statement: ‘We have questioned and searched our hearts to try to find an answer to why Isabel went down this devastating path.

‘She yearned for an uncomplicated and perfect world where every living thing would be valued and at peace.

‘But the simple and perfect world she sought, where all living things would be treated with compassion and equality, was never going to materialise. ’Unfortunately the future for her in her eyes must have seemed very bleak.

‘Sadly there were too many bad points for her to contend with and the lure to opt out was too compelling. ’We can only conclude that she wasn’t prepared to adjust to adulthood with all the complications, injustice and, for her, unhappiness that came with it.’

The couple, of Neston, Wiltshire, said Isabel had begun making flippant remarks that the world would end soon.

Mr Taylor, a retired civil servant, said: ‘We were aware of the 2012 issue. She would mention it around the dinner table. ’We would take it on board and say we didn’t think that was going to happen Isabel, and try to make light of it and move conversation onwards.

‘She believed something was going to happen that would change the world, I’m not sure whether she ever fully believed that it was going to end, but she definitely thought something was going to happen.

Her parents said: ‘Isabel was a fully committed vegan and had very strong views on animal welfare especially animal testing, livestock and dairy farming.

‘In the spring of 2011 she turned to the Buddhist faith and their teachings to search for answers because she could relate in their beliefs and principles.

‘It would seem her belief in Buddhism and the possibility of another, better life was strong enough to persuade her that the time was right to move on to what comes next.’

The inquest heard how Mrs Taylor, found her daughter hanged in her room at their home at 3.15pm in September last year, after spending much of the night on the computer.

Mr Taylor added: ‘We will never understand why she took her life and we will never fully come to terms with it. ’We miss her greatly , it was a tragic incident, she had such a promising career ahead of herself. ’The enormous shock of it remains with us and we will never fully come to terms with it. source – Daily Mail UK
